Under the US Department of Transportation’s (USDOT) current draft regulations, states won’t be required to distinguish between different roadway users (“motorized” and “non-motorized” users in agency language). That makes for a one-size-fits-all approach, with no room for targeted strategies to improve safety for pedestrians.

Non-motorized fatalities represent 14 – 16 % of national traffic deaths — up from 12 % just a few years ago — an alarming trend hidden in the overall decrease of traffic fatalities.

Until June 9, 2014 USDOT is accepting comments on its current draft of these rules. Tell USDOT to get serious about pedestrian safety; remind Secretary Foxx that not everyone gets lucky like he did (see his quote above).

WalkBoston has reviewed the Environmental Notification Form for the Clipper City Rail Trail Phase II, which calls for a new multi-purpose trail on a 1.5 mile section of former rail property – the old City Branch line – in the eastern part of the city. Phase II will also extend along a significant portion of the Merrimack River waterfront in the city center. This new trail adds to the existing 1.1 mile rail trail (Phase I) which links the MBTA commuter rail station and Merrimack River not far from the center of the city. A later Phase III will join these two segments in the vicinity of the existing commuter rail station south of the city, but not along the Merrimack River.

Our review leads us to offer these comments:

Design the trail for expansion 
The proposal for Phase II includes an 8-10 foot wide path. The right-of-way for the trail is irregular, as it passes through publicly owned land that includes 19.4 acres. With this space, plans should recognize the possibility that the path will need to be widened if it is successful in drawing users. Many rail trails in Massachusetts are 10-12 feet wide, permitting a 5-6 foot path in each direction. For example, an extension of the Bruce Freeman Trail in Acton will provide a 12-foot trail with 2-foot wide shoulders on both sides to allow space for pedestrians to step aside from other users of the path if they feel the need to let them pass (a possibility if bicycles are passing).

Design the rail trail to include runners 
Rail trails are a success in Massachusetts. Concurrent with the growth in use, new paths need to be carefully designed to serve a wide variety of users. Phase II of the Clipper City Rail Trail appears to be a very desirable facility, and it makes sense to design it to accommodate runners who are frequent users of trails. Runners often prefer a softer surface than that favored by cyclists and walkers; stone dust has frequently been used because it is resilient and provides a comfortable running surface.

Phase II of the Clipper City Rail Trail has significant right-of-way space that would allow more than a basic bicycle and pedestrian path. With space available, a parallel running track should be considered for the Trail. Even if such a running track is a future addition to the facility, space for such a track should be preserved for the future. In a state known around the world for the Boston Marathon and the many sponsored running events, runners should be included, along with the walkers and bicyclists who may be the prime users of the proposed facility.

Connecting Phase I and Phase II in the city center 
Plans for connecting Phase I and Phase II of the Trail along the Merrimack River in the waterfront area of Newburyport are not included in this document. Omitting mention of such a potential connection seems to diminish the potential created by Phase II construction. Phase II, paralleling the Merrimack River, terminates at Custom House Way, at a point that appears to be adjacent to a portion of the existing Waterfront Promenade Park. This open space has a seawall and boardwalk that can extend the walk two to three blocks further west. Admittedly, at the western end of Promenade Park, an off-street right-of-way may be difficult to find. Sidewalks may have to be used to pass along these few blocks, but if completed, this connection between Phase I and Phase II would afford a 2.4 mile loop around many of the older portions of the city.

Older adults, children most threatened by streets built for speed, not safety

BOSTON, MA – Boston is among the safest in the nation for pedestrians, ranking 1st out of the 51 largest metro areas, a new report released by the National Complete Streets Coalition, a program of Smart Growth America, said.

While many streets across the country are perilous for people walking, hundreds of communities, like the City of Boston and a number of Boston area municipalities, are working to make their streets safe and welcoming for people on foot. In recent years, scores of communities have begun to redesign roads as “complete streets,” adding sidewalks and bicycle lanes, reducing crossing distances and improving crosswalks. Such design features have helped make walking safe and comfortable for everyone.

Pedestrian safety is not only important for the lives it saves and injuries it prevents, but it also promotes vibrant businesses, attracts tourists, reduces pollution and allows for healthier communities with increased physical activity.

Though the report found that Greater Boston is safer when compared to other metros across the country, 476 pedestrians were killed from 2003 to 2012 — an unacceptable number no matter Boston’s ranking. Continuing to invest resources in making our streets safe for all users is key to ending these preventable deaths.

In addition to ranking America’s major metropolitan areas according to a Pedestrian Danger Index to assess how safe pedestrians are while walking, the report, Dangerous by Design presents data on pedestrian fatalities and injuries in every U.S. metro area, state, and county. The report also includes an online, interactive map showing the locations where people walking have been fatally struck by the driver of a vehicle.

“While we should celebrate our good ranking, we must remember that the last decade has seen 476 pedestrians killed on Boston area roads, which represents almost 20 percent of all traffic fatalities,” said Wendy Landman, Executive Director of WalkBoston. “Almost 7,000 pedestrians were injured during that same period, and 34 child pedestrians died in Massachusetts from 2003 – 2010. These numbers keep us focused on a future where our streets are safe for everyone.”

These are all preventable tragedies. WalkBoston continues to work hard with state, municipal and neighborhood partners to make our streets and sidewalks safe for all walkers. WalkBoston will soon begin a new safety initiative with the Massachusetts Department of Transportation to increase traffic safety in 12 pilot communities (Brockton, Cambridge, Fall River, Haverhill, Lynn, New Bedford, Newton, Pittsfield, Quincy, Salem, Somerville and Watertown). WalkBoston is currently working with the Boston Public Schools on improving walking conditions between middle schools and nearby transit and bus stops.

The majority of pedestrian deaths occur on roadways that are dangerous by design —engineered and operated for speeding traffic with little to no provision for the safety of people walking, biking or using public transit. Sadly, older adults, children and minorities are the most at risk while walking, dying in disproportionate numbers.

“Our hardest work lies ahead in places like Blue Hill Avenue in Dorchester and Mattapan and Cambridge Street in Allston where wide streets and fast-moving cars make it less safe and less attractive for walkers,” said Landman. “By way of contrast, just ask a restaurant owner in the North End whether its attractive and safe walking environment fuels their business.”

Pedestrian safety is often perceived as a strictly local issue but, for decades, federal dollars have been invested in thousands of miles of state and local roads in the heart of communities. In fact, 68 percent of all pedestrian fatalities over the past decade occurred on federal-aid roads — roads that follow federal guidelines and are eligible to receive federal funds.

“We are allowing an epidemic of pedestrian fatalities, brought on by streets designed for speed and not safety, to take nearly 5,000 lives a year; a number that increased six percent between 2011 and 2012,” said Roger Millar, Director of the National Complete Streets Coalition. “Not only is that number simply too high, but these deaths are easily prevented through policy, design, and practice.  State and local transportation leaders need to prioritize the implementation of Complete Streets policies to improve safety for people walking.”

The federal government sets the tone for a national approach to safety, and Congress can address this critical issue by passing the Safe Streets Act as it renews the transportation law. State governments and agencies also can take a number of actions to improve pedestrian safety, starting with adopting a strong Complete Streets policy and following a comprehensive action plan to ensure the streets are planned and designed for the safety and comfort of people walking.

We look forward to the day when our services are no longer in high demand. We aren’t there yet. So, lets celebrate our accomplishments but remain dedicated to a future of complete streets and safety for all.

WalkBoston has reviewed the Environmental Notification Form for the Bruce Freeman Rail Trail Phase 2A. The project will extend the existing rail trail 4.88 miles further than the existing trail that begins in Lowell. The new segment passes through Westford, Carlisle and Acton, with much of the project in the Town of Acton. It is encouraging to see this facility being extended into additional communities.

We are especially thankful that the proposed construction includes 2-foot wide shoulders on both sides of the 12-foot wide path, and that an adjacent 6-foot wide stone dust trail is a feature of the project. Both of these additions to the trail will add immeasurably to the use and enjoyment of the path by pedestrians and, in particular, by runners.

Rail trails are a growing success in Massachusetts. Concurrent with the growth in use, the paths have become somewhat overcrowded with conflicts between users, particularly between pedestrians and bicycles. Runners have too often not even been considered for a special facility in prior path designs.

The new 2-foot wide shoulders on both sides of the 12-foot wide path will provide space for pedestrians to step aside from other users of the path if they feel the need to let them pass (a possibility if bicycles are passing).

The 6-foot wide stone dust path that will be constructed alongside the rail trail is a very worthwhile addition to the facility. This, too, is a significant advancement for rail trail construction in Massachusetts. Runners will now have their own space, removed somewhat from walkers and totally separate from bicycles, rendering a path that is likely to be unobstructed by other users. The use of stone dust for this portion of the trail is also a distinct advancement beyond most other trails in the state. This material is softer and more resilient for use by runners, and helps in providing a more comfortable way to run, thereby enhancing the experience for runners who use it.

The new construction techniques incorporated into this trail set a standard that certainly bodes well for future construction of rail trails and other running/walking/biking facilities in the Commonwealth. We advocate for the issues of pedestrian safety and comfort in crowded rail trails, and have additionally been advocating for specific facilities for runners in each of the trail corridors for runners’ safety and comfort. These new standards of trail construction will lead to facilities that can accommodate additional users and help them be confident that their specific concerns are reflected and that a mix of users will feel  comfortable and secure in using the trails.

WalkBoston has reviewed the Draft Environmental Impact Report for the MGM Springfield proposal and offers the comments below.

Within the DEIR, there are some changes in the dimensions of the plan. The proposal now includes a somewhat smaller, 501,108 square feet casino resort that includes retail/restaurant uses and banquet facilities in addition to gaming space. Adjacent to the casino will be a somewhat smaller 250­‐room hotel, 54 residential units, and an expanded, 159,397 SF retail and entertainment center to be known as Armory Square. A somewhat smaller, 3,740 space on-­site multi-­level parking garage will be provided. In most cases, these alterations to the plan do not appear to affect volumes or paths for walkers.

The ENF Certificate provided by Secretary Sullivan called out additional analysis to be included in the DEIR, and specified that the proponent was to meet with WalkBoston about our comments on the ENF. The Secretary’s Certificate included this language:

“I strongly encourage the proponent to consult with WalkBoston during the preparation of the DEIR to identify opportunities to enhance the development of pedestrian access to and within the site as well as incorporation of safe pedestrian access for off-­site roadway improvements.”

The proponent did meet with us to discuss the project, and were very forthcoming about the pedestrian components of the project. In our discussion we covered many of the ideas that now appear in the DEIR and have solidified the commitment to serving walkers in the project plans and designs.

Secretary Sullivan’s Certificate on the ENF mentioned some specific aspects to be explored further in the DEIR. These are important and form the basis of our comments on the DEIR:
1. Existing and proposed traffic signals.
2. Consistency with a Complete Streets design approach.
3. Existing and proposed connections for pedestrians.
4. A commitment to making improvements to increase the use of walking routes.

1. Existing and proposed traffic signals.
We are pleased to note that the DEIR calls for updating pedestrian signal equipment at the study area intersections around the site.

We note that two mid-­‐block crossings with refuge islands and flasher assemblies are proposed – one on State Street and the other on Union Street ‐ both roughly half way between Main Street and East Columbus Avenue and located at the exterior of the proponent’s site.

Another mid-­block crossing is noted in the DEIR that allows for a mid-­block crossing to reach a bus stop. This crossing is located on Main Street at Howard Street, and represents a response to one of WalkBoston’s recurring concerns ‐ that transit riders should not be required to walk to corner locations to reach a bus stop if the stop is mid-­block. Instead, crosswalks should be added to provide safe and convenient walking routes for transit users.

We encourage the efforts of the proponent to provide a diagonal pedestrian crossing at the intersection of Main and State Streets, where a direct connection to the Mass Mutual Convention Center may be of significant use. We hope that the City of Springfield will work with the proponent to establish this crossing.

The proponent vows to upgrade pedestrian push buttons to MUTCD standards at all locations where new signals will be installed as part of this project or the mitigation efforts that result from the construction of the project. Upgrades of pedestrian push buttons are very welcome as are any other forms of enhancements for pedestrians crossing streets on the perimeter of the project.

2. Consistency with a Complete Streets design approach.
The proponent has been mindful of the design of streets on the perimeter of the project. In particular, the width of sidewalks has been discussed and the design now provides positive benefits to walkers.

For example, sidewalks on Main Street, according to several of the maps, vary in width from 10.5’ to 18.’ On the widest sidewalks, there is the promise of added pedestrian amenities, such as benches, pedestrian level lighting landscaping and other streetscape improvements. The designs of the narrowest sidewalks should be carefully considered to provide a clear walk zone of at least 5 feet, with no obstructions, such as trees or benches, intruding on that width.

We note that the pedestrian network evaluation preceding design has led to proposed improvements to sidewalk pavement conditions, sidewalk widths, crosswalks, and compliance with current accessibility standards.

One of the requirements of a complete streets approach to street design is adequate provision for buses, bus stops and transit riders. In central Springfield, including Main Street along the east boundary of the site, heavy bus traffic (including four major PVTA bus routes) serves downtown employers and merchants and ordinarily occupies a lane that can be shared with bicycles, but should otherwise be retained for exclusive use by buses.

In addition to the PVTA bus routes, a proposed downtown trolley line will connect the casino site to rail and bus service in the vicinity of Union Station, about ½ mile north of this site. The trolley line makes the connection efficiently, and will encourage transit use by casino employees and patrons.

3. Existing and proposed connections for pedestrians.
The proposal includes several connections for pedestrians into the large complex, particularly along Main Street. The proponent has made progress is the design of the proposed Armory Plaza at the south edge of the casino building by providing a car-­free area that combines the open space surrounding the old, restored Armory building with the relatively small but useful open space of DaVinci Park. The use of the Plaza may be combined with the uses in the adjacent Armory Marketplace building and may host civic events and a farmers’ market.

A new pedestrian attraction is the provision of a landscaped plaza atop the casino building. This plaza is completely removed from vehicular traffic and provides a quiet space where people may walk or sit.

A pedestrian connection already exists between the site and the Connecticut River pedestrian and bicycle trail. An existing at-grade crossing at the foot of State Street allows pedestrians to move between the proponent’s site and the trail. It is anticipated that this connection will be used as a way to get from the site to the nearest open space. Lighting under I-­91 at State Street will help open the area to pedestrians by making it more legible and safe.

A similar pedestrian connection exists at Union Street, where the walkway link that passes under I-­91 allow pedestrians to reach the Naismith Basketball Hall of Fame. The distance is relatively short and is eminently walkable. The connection will be improved by the proposed lighting to be placed under I-­91.

4. A commitment to making improvements to increase the use of walking routes.
The proponent’s site is central to the Springfield urban area and will become an integral part of downtown as it is developed. Within the site, there are many places to walk that may require little effort to get patrons to explore. Each entrance/exit to the site should have wayfinding signs to assist walkers and encourage them to walk to destinations within and outside the entertainment complex. The signs should indicate where to find locations such as the center of the casino, the hotel, the outdoor plaza, shops and theatres on the south side of the site, Former Armory, Armory Square Marketplace, the rooftop landscaped plaza, and the main entrances to the parking garage.

Outside the casino complex, there are many attractions in downtown Springfield, and wayfinding signs that guide walkers should include: the Mass Mutual Convention Center, Union Station/Main Bus Depot, Dr. Seuss Sculpture Garden, Springfield Museums, the Civic Center, Springfield Armory, and nearby parks.

Signs should also indicate how to find the riverside attractions including views of the river and the Connecticut River Pedestrian and Bicycle Trail and the Naismith Basketball Hall of Fame.

Wayfinding signs should include walking times to reach destinations. Pedestrians do not think in terms of miles, and minutes required to take a walk are much more effective in conveying the effort that might be involved. Walkers may think little of having to walk ten minutes, but recoil at the prospect of walking ½ mile, even though the distances are the same.

Specific wayfinding signs that should include walking information as well as vehicle and bicycle information are:
• Signs along West Columbus Avenue on the river-­facing side of the site,
• Signs on Union Street at the edge of the project, and
• Signs along the East Columbus Avenue side of the site.

Wayfinding can be enhanced with local walking maps that help people find their way around the site and its environs.
